Two job offers can both say "AED 15,000 a month" and still be worth very different amounts over the years. The difference is hidden in how the salary is split. In the UAE, most private-sector salaries are divided into a basic salary and a set of allowances — and several of your most valuable entitlements are calculated on the basic part only.

How a UAE Salary Is Usually Structured

A typical offer letter or payslip breaks the monthly package into lines like these:

  • Basic salary — the core wage stated in your employment contract.
  • Housing allowance — often the largest allowance, intended to cover rent.
  • Transport allowance — for commuting costs.
  • Other allowances — phone, education, "other" or "special" allowances, depending on the employer.

There is no legal rule that basic salary must be a certain share of the total, and practice varies widely between employers. It is common to see basic pay somewhere around half to two-thirds of the package, but some offers set it much lower. That is why it is worth reading the split, not just the total.

What Is Calculated on Basic Salary Only

Under the UAE Labour Law for the private sector (Federal Decree-Law No. 33 of 2021), several entitlements use the basic wage rather than your full package:

  • End-of-service gratuity: 21 days' basic wage for each of the first five years of service, and 30 days' basic wage for each year after that, capped at two years' wage.
  • Payment for unused annual leave when you leave the company, worked out as basic salary ÷ 30 × unused days.
  • Overtime: the law sets overtime pay at your basic-hour wage plus at least 25%, rising to at least 50% for overtime worked between 10 pm and 4 am (with exceptions for shift workers).
Rule of thumb: the total salary decides what you live on each month; the basic salary decides most of what you are owed when you work extra hours or leave the job.

Worked Example: Same Total, Different Gratuity

Consider two offers, both paying AED 15,000 a month in total:

Offer AOffer B
Basic salaryAED 9,000AED 6,000
Housing allowanceAED 4,000AED 6,000
Transport and otherAED 2,000AED 3,000
Total monthly packageAED 15,000AED 15,000

After five years of service, gratuity is 21 days × 5 years × the daily basic wage (basic ÷ 30):

  • Offer A: 21 × 5 × (9,000 ÷ 30) = 21 × 5 × 300 = AED 31,500
  • Offer B: 21 × 5 × (6,000 ÷ 30) = 21 × 5 × 200 = AED 21,000

Same monthly income, but Offer A pays AED 10,500 more in gratuity after five years — and the gap keeps growing, because every year after the fifth adds 30 days of basic wage. Ten unused leave days at the end would also be worth AED 3,000 under Offer A and AED 2,000 under Offer B.

Worked Example: An Hour of Overtime

The law bases overtime on the basic wage. Using Offer A's AED 9,000 basic salary and a 48-hour week as a simple illustration:

  1. Basic hourly wage ≈ 9,000 × 12 ÷ (52 × 48) ≈ AED 43.27 an hour.
  2. Normal overtime (+25%): 43.27 × 1.25 ≈ AED 54.09 an hour.
  3. Overtime between 10 pm and 4 am (+50%): 43.27 × 1.5 ≈ AED 64.90 an hour.

Employers may calculate the hourly rate slightly differently (for example, per 30-day month), and many contracts pay more generously than the legal minimum — check your contract and company policy for the exact method.

What Allowances Still Matter For

Allowances are not "less real" money — they are part of your salary each month, are paid through the Wage Protection System (WPS) along with basic pay, and banks usually look at the total salary on your salary certificate when assessing loans and credit cards. They simply don't feed into the entitlements listed above.

Questions to Ask Before Accepting an Offer

  • What is the basic salary, and what are the allowances, line by line?
  • Are any allowances paid only in certain months or on conditions (for example, annual tickets or bonuses)?
  • How does the company calculate overtime and the daily wage?
  • Is the employer in a free zone or under a scheme with different end-of-service rules (such as DIFC's savings scheme)?

If two offers are close in total, the one with the higher basic salary is usually worth more in the long run.

Frequently Asked Questions

Is housing allowance included in gratuity?

No. Under the 2021 Labour Law, gratuity is calculated on the basic wage only, so housing, transport and other allowances are excluded.

Can my employer change my basic salary?

Your salary is set by your employment contract, and changes to it should be agreed in writing. If you believe a change was made without your agreement, you can contact the Ministry of Human Resources and Emiratisation (MOHRE).

Does basic salary affect my annual leave pay while I'm on leave?

You are paid your normal salary for the days of annual leave you take, according to your contract. The basic-salary rule applies to payment in lieu of leave you haven't taken when your employment ends.
